Maybe Joan Sallas or another bibliographer is aware of this publication?

Della Piegatura della carta applicata alla geometria. PERIODICO DI MATEMATICHE, Mar. 18, 1930. Serie IV - Vol. X - N.1.

The author may be Giovani Vacca, although the name in the copy I have is handwritten.

"VACCA THEORY
The controversial theory concerning the transmission of paper-folding knowledge from the Far East of Europe, proposed by Italian academic Giovanni Vacca in "Della Piegature della Carta Applicata alla Geometria" (Paper-folding applied to Geometry) in "Periodica di Mathematiche - vol.10, 1930", in which it is suggested that paperfolding may have been introduced into America by Chinese immigrants in nineteen century and that European academics, directly or indirectly, first learnt it from them.
